

The Port of Gothenburg has awarded NCC a design-build contract for Stena Line’s planned ferry terminal at Arendal in the city’s outer port. The agreement was signed on October 6.
The port said the facility would consolidate Stena Line’s Germany and Denmark services, currently operating from central Gothenburg, with operations estimated to begin in 2031.
NCC and the port will develop the design and cost estimates during 2027 under a partnering arrangement, with Sweco serving as design consultant.
Implementation could begin in early 2028, provided the cost estimate fits within available funds and the environmental permit has been granted and taken legal effect. The Land and Environment Court is considering the permit application.
The scope includes upgrades to the terminal grounds and the water and wastewater networks, plus refurbishment and adaptation of existing berths, an extension to one berth, and foundations for new movable ramps. It also includes electricity and fibre installations, perimeter protection and security systems.
In June 2023, Stena Line and the port reached a relocation agreement with a 25-year term. The arrangement includes building the terminal and renting and leasing the terminal area and a new terminal building. At the time, their stated goal was to start operations in 2028.
The move is part of the port’s strategy to consolidate terminal activity in the outer harbour and is expected to free up the operator’s existing terminal sites for urban development.
The port opened the 144,000-square-metre Arendal 2 terminal in 2024, with construction including preparations for a future ferry terminal.
Stena Line separately ordered two hybrid Ro-Pax ferries in September 2026 for the Gothenburg–Frederikshavn route. The company expects them to enter service in 2030 and said their increased freight capacity would be valuable in connection with the planned move to Arendal.
