The vessel is the third in a series of four to be built under Project MPSV12 for use by the Russian Ministry of Transport. In addition to performing salvage and search and rescue (SAR) duties, it will also be capable of firefighting, towing, ship repair, marine research support, ROV support, and transport of cargo and personnel.

Design work on the vessel was provided by the Marine Engineering Bureau at Saint Petersburg.
