

Russia’s Irkutsk Region signed a RUB2.3 billion ($27 million) contract with Novo-stroy on September 28 to overhaul Port Baikal’s berths and breakwater by December 2027.
The regional state construction contracting agency commissioned the work at the port complex in the settlement of Baikal, Slyudyansky District. The contractor was the sole auction participant and offered the starting price. Tender documents were published on August 29, with applications accepted until September 16.
Engineering surveys and preparation of design and working documentation will precede the repair phase. Vessel and ferry berths will be overhauled, together with the Ryazhevy breakwater. The contract also covers shoreline protection.
The regional government said construction is scheduled to begin in the second quarter of 2027. The contract sets a completion deadline of December 30, 2027.
The project is intended to increase port capacity and improve access for people with reduced mobility. Plans provide for road and pedestrian connections, with parking and a heated waiting hall. The procurement plans also include development of tourism routes.
The technical assignment requires Novo-stroy to account for work taking place within a specially protected natural area.
The repairs form part of the federal Five Seas and Lake Baikal project under the national Tourism and Hospitality project.
East Siberian River Shipping Company operates the year-round ferry crossing between Port Baikal and Listvyanka’s Rogatka pier. Irkutsk Governor Igor Kobzev said passenger traffic is heavier during summer.
Rogatka pier is covered by a separate RUB1.38 billion reconstruction contract. That project includes reconstruction of the access road and facilities for passenger vessels of larger size, as well as ferries. It also provides for an electric-vessel charging station and a passenger hall.
