Hong Kong's Transport Secretary Eva Cheng has announced the launch of a preliminary environmental impact study of the planned expansion at the Southwest Tsing Yi Container Terminal.
The study has been pushed ahead in light of the 20 percent slowdown in container volumes for the first four months of the year.
