VESSEL REVIEW | Changjiang Gong An 4001 – Patrol and emergency response command vessel to operate on Yangtze River

The Yangtze River Shipping Public Security Bureau, a maritime law enforcement agency of the Chinese government, recently took delivery of a new inland patrol and emergency response command vessel built by a local shipyard.

The aptly named Changjiang Gong An 4001 ("Yangtze River Public Security 4001") was designed by China State Shipbuilding Corporation's naval architecture subsidiary 708 Research Institute in compliance to China Classification Society rules. The vessel is partly notable for being the public security bureau's first maritime security platform since its transfer to the country's Ministry of Public Safety after having previously operated under the Ministry of Transport.

Up to 40 personnel can be accommodated on the vessel, which is to be used primarily for on-site command and control during multi-agency emergency response efforts on its namesake river.

The vessel has a steel hull, an aluminium superstructure that consists of three decks, an LOA of 48.6 metres, a beam of 9.4 metres, a depth of four metres, and a speed of just over 18 knots courtesy of two main engines driving propellers. Side thrusters are also installed to aid in manoeuvrability, particularly in berthing and unberthing.

The vessel is equipped with advanced communication and navigation, photoelectric monitoring and evidence collection equipment such as surveillance cameras as well as advanced intelligent monitoring and information management systems.

Changjiang Gong An 4001 is versatile enough to also carry out secondary functions such as general maritime law enforcement and fisheries protection along the Yangtze.
