Japan has said that it "may compromise" and reduce its kill quota as part of a draft deal coming out of the International Whaling Commission's annual meeting in Morocco.
AFP has reported that Japanese Fisheries Minister Masahiko Yamada will not accept a zero-kill policy in Antarctic waters, but Japan's delegation would make "all-out efforts for this negotiation".
The draft deal would set annual quotas for four whale species until 2020, allow scaled-back whaling in Antarctic waters and a continued kill-quota in Japan's territorial waters.
Scientists and environmentalists have criticised the deal and Australia is pursing legal action through the International Court of Justice.
