The Irkutsk regional government has concluded a state contract for the RUB1.38 billion ($16.35 million) reconstruction of the Rogatka pier and its access road in Listvyanka on Lake Baikal.
The work will expand berthing capacity for larger passenger vessels and ferries. Dedicated space will also be provided for small craft, while a charging station and passenger waiting hall will be built.
Design and survey work is due for completion in March 2027. Construction is scheduled to begin in May 2028 and continue through the end of November that year.
The contract follows an electronic auction launched in May 2026 with an initial maximum price of more than RUB1.38 billion. No applications were submitted by the deadline, and the auction was declared unsuccessful on May 20.
The reconstructed facility must accommodate two Project RPV8714A passenger vessels, each measuring 87.5 metres long with a gross tonnage of 4,510 tonnes. It is also being designed for two 69.8-metre Project TFRP700 vessels.
Capacity will include one Project 82771 ferry measuring 38.15 metres long. The small-craft area must handle at least 10 boats between six and 12 metres, plus at least 10 boats no longer than six metres.
The layout must support passenger and vehicle operations from ferries. It must also permit short simultaneous calls by the specified vessels without blocking access for larger ships.
A charging station with a maximum capacity of 700 kW will be able to serve two electric vessels at the same time. The planned lightweight passenger hall will have space for at least 60 people.
Before construction, the contractor must inspect the existing pier and adjacent shoreline, including underwater structures. The scope also covers depth measurements, geodetic work and other engineering surveys, followed by preparation of design and cost documentation.
The project must receive positive conclusions from the state environmental assessment and the state examination of its design documentation.
Rogatka is in poor condition but remains the main pier for the year-round ferry service between Listvyanka and Port Baikal.
Summer passenger traffic has reached 480 people per day, while the regional government estimates demand at three to four times that level. Irkutsk Governor Igor Kobzev said the project would, “significantly improve tourism infrastructure in Listvyanka.”
The pier has been transferred from federal ownership to the Irkutsk region. The reconstruction forms part of the federal Five Seas and Lake Baikal program within Russia’s Tourism and Hospitality national project, with financing supported by a federal treasury infrastructure loan.
